I am very short on time right now, so I'll get what I can now, and come back in a few hours to put more down. I strongly believe in development of character over time, whether it be the way they act, the way they think, or maybe just their abilities developing or outright changing (with reasonable explanation). The first part of character development, in my mind, is establishing the character. I will use EX-37 as an example. He was introduced and for the most part had a more good guy Spawn feel to him to a degree; he was cold, quiet, willing to kill if it meant preserving the greater good (as he sees it). You start to see EX-37's side motives start taking precedence (this is the character development stage).
Now, another example is C'celus. He is very well established immediately, as someone who does not belong. all that is left for such a character is character development. and I do so with him by revealing parts of his past showing his actions. This allows one to see that change has occurred before he was even introduced. you will see this more later.
I encourage other people to think about this as they go along, and hopefully establish and develop their own characters more.
